What should I do if cartons are damaged or quantities are short?

Record the condition before unloading where possible, retain the outer cartons and labels, and report the issue promptly within the period stated in the sales contract or shipping documents. Send clear photos, video, carton count, packing-list reference and affected quantity. Responsibility and resolution depend on the agreed Incoterm, carrier evidence and inspection results.
